Parish Council - Highlights of meetings in 2007 |
December
2007
• Adoption of Radley Station:
It has been decided to leave the meeting to discuss
the adoption of Radley Station until after the new bridge
has been installed and refurbishment work has been undertaken.
• Community Notice Board: It has been
agreed that a community notice board should be provided,
and this will be sited on the corner of the Lower Radley
turn, on the side by the allotments. It is hoped one
of the pupils at Radley College will take this on as
a project, but this has not yet been confirmed.
• Precept: The Parish Council
has agreed to precept for £49,500 for the financial
year 2008/2009. This is the first increase in the precept
for four years.
• Bus Shelters: The Oxfordshire
County Council has placed the orders for the bus shelters
for Sugworth Crescent and Pebble Hill, and these should
be erected in February 2008. These two bus shelters
are being funded by the OCC, and the Parish Council
will be submitting an application through the OCC Shelter
Grant Scheme in the hope that more bus shelters can
be provided in 2008/2009. |

2007
• Highway Matters: To the delight
of the Councillors, a lowered kerb has been put in at
Catharine Close much quicker than anticipated. The Parish
Council is pressing for road signs to be cleaned under
the Cleaner, Greener initiative. The meeting with Oxfordshire
County Council (OCC) and District Council (DC) representatives
regarding the traffic problems in Thrupp Lane was very
useful, and it does appear very possible that the amount
of traffic along the road can be substantially reduced
over a period of time.
• Motorcyclists – Behind Stonhouse
Crescent: The police are taking action in relation
to the problem of motorcyclists using the field behind
Stonhouse Crescent. If you experience a noise nuisance
from this please contact the Environmental Health staff
at Vale of White DC so that they can monitor the situation.
The police are trying to set up a motorcyclist club
at Dalton Barracks which should be a long term solution
to the problems experienced in the Parish.
• Bus Shelters: The OCC has now
awarded a contract for bus shelters and bus shelters
will be erected at Sugworth Crescent and Pebble Hill,
possibly by February 2008. As Radley is on a premium
bus route, real time displays are being installed throughout
the Parish, and more bus shelters will be provided in
coming financial years.
• Town Green Application, Thrupp and Bullfield
Lakes, Radley: Save Radley Lakes has received
independent advice on the Town Green Inspector’s
report, and they have been advised that the report is
legally unsound. The OCC has delayed consideration of
this application, and has asked the Inspector to give
further consideration to this matter. The Parish Council
has been asked to give consideration to giving a grant
and/or taking over the legal challenge if this proves
necessary, and it is taking advice on this.
• Conservation: The Parish Council
has set up a Conservation Working Party to support wildlife
conservation and biodiversity and to advise the Parish
Council how it should best meet its obligations under
the Natural Environment and Rural Communities Act 2006
(NERC).
• Budget 2008/2009: The Parish
Council is discussing its budget for 2008/2009 to allow
it to request the appropriate precept from the DC. As
usual, it is likely that a decision will be made on
this at its December meeting. |
October 2007
• Village Hall: The Parish
Council has agreed to set up a Working Party to advise
on the feasibility of a new Village Hall. This is, of
course, a long term project looking at needs over the
next ten years. The Parish Council had agreed to provide
some soundproofing at the Village Hall, with matching
funding from the District Council.
• Police Changes: The Abingdon
Rural Neighbourhood Team had been taken over by Police
Sgt Andy Cranidge. PC Delaney was still the local
policeman covering Radley.
• Bulb Planting, Lower Radley: Bulbs which
had been donated by Mrs McDougall have been planted on
the Village Green, Lower Radley, with the assistance of
pupils from Radley College.
• Noise from Station: The Parish
Council has asked to be notified of work being undertaken
at Radley Station, and to ascertain whether the number
of announcements could be reduced.

• Parish Councillors: Two new
people have been co-opted on to the Parish Council to
fill the vacancies unfilled at the May elections –
Mr Eric Davies and Mr Ian Yorston.
• Highway Matters: The Parish
Council continues to press for road improvements in
Radley, and for a meeting with representatives of the
Oxfordshire County Council, Parish Council and Thrupp
Lane residents regarding traffic problems in that area.
• Tree Planting: The large tree
on the highway verge at the Whites Lane end of Foxborough
Road is diseased and has to come down. The OCC will
be undertaking this work shortly, and has asked the
Parish Council for advice where a replacement tree can
be planted.
• Village of the Year Competition:
Radley was given a Highly Commended award in this year’s
competition – a plaque will be put up in the village
to commemorate this.
• Station Adoption: About 30
people attended the Public Meeting on the 14 September.
The Parish Council has agreed to call a meeting of interested
people to form a Station Adoption Committee. It feels
that, although the railway authorities is responsible
for the railway station and the services, the Station
could become a more attractive and integral part of
the community if additional support was given. It is
fully aware that it cannot take over any of the responsibilities
of the railway authorities. |

• Highway Matters: The Parish
Council continues to press OCC Highways for improvements
within the Parish. Thrupp Lane has been of particular
concern to the Parish Council for a number of years,
and residents have recently reported to the Parish Council
on the detailed survey they carried out on vehicle movements
along the road. Pressure is being put on the Oxfordshire
County Council and District Council to take measures
to reduce the number of heavy goods vehicles along Thrupp
Lane to make it a safer place for residents, cyclists
and pedestrians.
• Tree Planting: Three more trees
are going to be planted along Whites Lane.
• Footpaths: The Trust for Oxfordshire’s
Environment is giving grants to improve footpaths, and
the Parish Council hopes to apply for a grant to upgrade
Footpath 8. The possibility of re-establishing a right
of way along the old ‘Drover’s Road will
be investigated.
• Village of the Year Competition:
Radley was short-listed in this year’s competition,
and had to make a presentation to the judges appointed
by the Oxfordshire Rural Community Council. The results
will be announced at the AGM of the ORCC on the 3 October
2007.
• Station Adoption: The outcome
of the meeting held on the 14 September 2007 will be
considered at the September meeting of the Parish Council. |

Garden Competition: The results of the Garden
Competition are published separately on the web site,
and are also on the Parish Council notice boards.
• Co-option: There are still
two vacancies on the Parish Council. These are being
advertised now and the Parish Council hopes to meet
people who are interested at its September meeting.

is involved.
• Highway Matters: Parish Council
is following up a number of concerns in relation to
the roads, such as potholes in Foxborough Road, condition
of the splays at Catharine Close and New Road, dropped
kerbs, especially at Catharine Close, growth of roadside
trees. We have ascertained that little can be done
about the flooding along the Kennington Road and Sugworth
Lane as drainage system is unable to cope with the
heavy rain.
• Speeding: Special attention
is being given to speeding vehicles in the Parish,
with speed cameras paying visits unannounced.
• Village Hall: The Parish
Council has arranged for new fencing to be provided
along the playing field side of Gooseacre to match
that along the field side of the play area.

• Garden Competition: The Eleventh
Garden Competition will be held on the 7 July 2007.
A flyer giving full details of the event has been delivered
to all households.
• Co-option: There are two vacancies
on the Parish Council. If you are interested in becoming
a Councillor please let me know.
• Bus Services: The OCC has agreed
to provide four pole mounted Real Time Displays at Radley
Rail Station stops, Sugworth Crescent and Pebble Hill.
• Bus Shelters: The Oxfordshire
County Council may be able to provide the bus shelters
to support the Real Time Information system on Premium
Bus Routes. Further information is awaited.
Radley Rail Station: The Parish Council
has arranged a public meeting on Friday, 14 September
2007, at 7.30 pm in the Village Hall, to see if anyone
is interested in joining a Friends of Radley Station
group to take a special interest in the Rail Station.

• Chairman/Vice-Chairman: Cr
Jenny Standen has been appointed as Chairman of the
Parish Council for the year 2007/2008. Cr Basil Crowley
has been appointed as Vice-Chairman for the same period.
The new Committee membership is on the website.
• Co-option: The Parish Council
is able to co-opt Councillors to fill the two vacancies.
If you are interested, please contact the Clerk by the
4 June 2007.
• Bus Services: The Parish Council
has asked the OCC to consider Real Time Displays in
Radley. In the meantime, it is possible to text for
live bus services.
• Bus Shelters: The Parish Council
has agreed to have a rolling programme of bus shelters,
and has given priority to bus shelters at Pebble Hill
Mobile Home Park and Sugworth Crescent.
• Parish Council Notice Boards:
A Parish Council’s notice board has been put on
the wall at the side of the Village Shop. Dates of meetings,
agenda and other notices are posted regularly. The second
notice board is on the wall of the Village Hall.
• Parish Council Meetings: The
first ten minutes of Parish Council meetings are available
for the public to express a view or ask questions on
relevant matters on the agenda. If you wish to speak
please notify the Clerk in advance.

• Radley Lakes: The Public Enquiry
did not finish its work in April, and will be reconvening
on the 20, 21 and 22 June 2007 at the New Sports Pavilion,
Radley College.
• Railway Station: Proposals
have been submitted to First Great Western by the Oxfordshire
County Council to make extensive list of improvements
over the next 6-12 months.
• Parish Council Elections: There
will be an uncontested Parish Council election on the
3 May 2007 as only nine people have stood for the eleven
seats.
• Low Voltage Overhead Line Refurbishment:
Some of the low voltage overhead lines in Radley Parish
will be carried out within the next three months by
Alfred McAlpine. Local consumers affected by the work
will receive a letter on the timing of the work.

• Radley Lakes: The Parish Council
has been considering plans relating to the conditions
set by the OCC. There is concern about the work which
has taken place on site, and the Parish Council is looking
in detail at the plans received from the OCC in relation
to the conditions that authority has set in relation
to the planning approval.
• Thrupp and Bullfield Lakes, Radley –
Application to Register as Village Green: It
is being held in The New Pavilion, Radley College, from
11 am on Monday, 2 April 2007, and will continue if
necessary on 3 April until 5 April 2007. The Inspector
will hold daily sessions of the Public Inquiry between
10 am and 1 pm (approximately) and 2 pm (approximately)
and 5 pm. Members of the public who are neither witnesses
for the Applicant nor an objector may give evidence
at the discretion of the Inspector and are invited to
make themselves known at an early stage in the Public
Inquiry either to the Inspector or to the County Council
representative attending the Public Inquiry.
• Path from Church Road Car Park to School: The
path has been resurfaced, and has been warmly welcomed
by parents of children attending the school.
• Bus Services – Real Time Displays:
This will be discussed at the April meeting. It has
been ascertained that mobile users can TEXT for times
of buses provided they know the code for the bus stop.
This information is being put on the Parish Council
website.
• Highway Matters: Parish Council
has asked for a meeting with OCC Highways to look at
maintenance requirements in Radley Village and Sugworth
Lane.
• The speed survey to ascertain
traffic levels and speed of traffic around Lower Radley
has been undertaken. As predicted, the heaviest traffic
is at peak travel times, and vehicles were recorded
as travelling at acceptable speeds.
• Parish Council Elections: Parish
Council elections will be held on 3 May 2007. If you
wish to stand for the Parish Council candidate nomination
packs can be obtained from the Electoral Services Manager
at Abbey House, Abingdon (Tel No: 01235 540310). Completed
forms must be returned between 27 March to and NOON
on the 4 April 2007.

• RWE Npower: There is
concern about the work undertaken on site, and the Parish
Council was updated on this.
• Thrupp and Bullfield Lakes, Radley –
Application to Register as a Town Green: The
Oxfordshire County Council has announced that there
will be a Public Enquiry in relation to this application
from 2 to 5 April 2007.
• HIGHWAY MATTERS: Increased
Traffic Along Thrupp Lane: There is concern about the
increase in traffic along Thrupp Lane and the condition
of this road. This is being referred to the OCC Highways.
Potholes – Radley Parish: The OCC Highways has
been asked to look at potholes and raised/sunken drain
covers, particularly in Foxborough Road.

2007
• RWE Npower: The Oxfordshire
County Council has now issued planning permission for
RWE Npower to fill Lake E. They have to fulfil 36 conditions
before the development starts, and the Parish Council
will be asked to comment on the documents provided to
the OCC on these conditions. Consultation on the application
for this area to be registered as a Village Green finished
on the 17 February 2007.
• Path from Church Road Car Park to School:
The Parish Council has agreed that this path should
be resurfaced, and work should commence soon.
• Fencing alongside Playing Field/Play
Area, Gooseacre: The Parish Council has agreed
that the fencing should be replaced and estimates are
being obtained.
• Highway Matters: Junction at
Whites Lane/Foxborough Road: Following meetings with
OCC Highways, trees/bushes have been trim from the hedge
line to improve the visibility at this corner.
Speed Survey, Lower Radley: OCC Highways will be undertaking
a speed survey to ascertain traffic levels and speed
of traffic around Lower Radley. |
