Neighbourhood Plan pre-submission consultation

Radley Neighbourhood Plan, Second Consultation Draft was published on 6 September 2017, and has been sent to the required statutory and local bodies for comment.  This is our second round of pre-submission consultation under regulation 14 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

Comments on the Plan are welcome from all. They should be sent to the Parish Clerk (clerk@radleyvillage.org.uk) by 18 October 2017.

This second round of pre-submission consultation became necessary in consequence of a determination by Vale of White Horse DC in April 2017 that some of our policies had potential environmental impacts sufficient to spark the requirement for a Strategic Environmental Assessment. This has now been undertaken on our behalf by AECOM Infrastructure & Environment UK Ltd, paid for by the Government’s Localities Programme. Their Environmental Report [insert link] finds that the draft Plan performs well in terms of a range of sustainability objectives, with no major draw-backs highlighted.

There have been some amendments to the December 2016 version of the Plan to deal with technical matters raised by statutory consultees, some changes to reflect developments relating to the strategic housing sites allocated under the Vale of White Horse Local Plan 2031, and some to take account of views expressed by local people. A complete list of comments received following the December 2016 consultation and of our response to them is available here.

The current draft will be revised in the light of representations received and then submitted to the local planning authority.  They will check that the material we submit is complete before arranging for independent examination of the Plan. Assuming the inspector’s report recommends proceeding, there will be a local referendum prior to its adoption.
