Urgent: Vale of White Horse draft Local Plan public consultation. Responses due by 19th December.



You will no doubt be acutely aware of the proposals to remove land from the Oxford Green Belt and over-run Radley with new housing that will, in a short space of time, virtually double the population of the existing parish. What you may not know is that there is a public consultation underway (see http://www.whitehorsedc.gov.uk/services-and-advice/planning-and-building/planning-policy/new-local-plan-2031  ) and that this is likely to be your final opportunity to influence the current plans. Unlike the previous consultation, which seems to have been largely ignored by the Vale, this one will be reviewed by an independent planning inspector. However, in coming to his or her verdict on the Plan, the inspector will be swayed by the weight of public opinion, so it is very important that as many people as possible make their views known. It is also important that the responses are made in the correct manner using the official forms downloadable from the Vale website or provided below and submitted before 4.30pm on  19th December 2014. Moreover, it is not sufficient simply to register an objection. Any objection has to be supportable in the context of current national planning policy and guidance. For this reason, making an informed and appropriate response is quite difficult for the lay person (perhaps deliberately so) and also somewhat laborious, as each comment has to relate a specific paragraph in the plan and has to be made on a separate page on the form. The process is therefore likely to discourage many people from making any meaningful response at all, especially in the run up to Christmas, when many of us are preoccupied with other seemingly more important matters. Fortunately others have done some of the hard work for you and there is a link (see below) to an online form which promises to make the process easier.


The Parish Council and the CPRE have been vigorously fighting these proposals, which will destroy Radley, and its neighbourhood, as we know it, within possibly as little as 5 years. We very much hope that you will add your support to their campaign to overturn the main elements of the Plan: the overall housing numbers dictated by the SHMA; inadequate infrastructure to support such expansion in housing numbers, even after taking account of any proposed new infrastructure funded by the Community Infrastructure Levy; the needless destruction of Green Belt under a flawed system of review; and the sheer scale of development being imposed upon small rural communities like Radley.

You should modify the responses and add your own specific comments to make them personal to you, but be careful about altering terminology that has a quite specific meaning that a paraphrase may alter. Responses can be made by completing the appropriate form, which may be in digital or paper form, and emailed to  planning.policy@whitehorsedc.gov.uk or sent by post to the address on the form. Alternatively you can complete the online form at

This is probably the easiest way for most people with internet access and has the advantage of automatically linking to the relevant paragraphs in the original document, so that your comments will be pertinent and appropriately cross-referenced to the paragraphs to which they apply. You will be required to register and login. Don’t forget to save your comments as draft as you work through the consultation, to save having to re-input them in event of interruption. There is no need to comment on all the sections and paragraphs. Upon completion, it is possible to retain a copy of your responses.
